How I can run a website for single mothers to change the laws on child support?

I have great idea to make money dead beat parent, I want people to Join the men too, as most parents are good, and I want to take the media and Governments have adopted laws and child support has changed. These men have all the advantages of the new partners name and then the child support can not perceive. This is not fair, especially when the father is rich and the mother and children are struggling to earn a living. So please help me with my ideas Thanks all
